I really like the premise of this game and I hope that it will eventually succeed even if it takes some time. That said, I know how hard it is to start up new games but I think there are a couple small things you could do to help encourage new players to join.

1) Keep up with your Taken list. I see a few characters in the comments waiting to be added but only one character is officially listed as Taken. As someone who's just watching from the outside, I can't tell who is officially in the game or if you as the mod just aren't invested enough in your own game to update the Taken list.

2) Your first TDM looked fairly successful for certain characters. I think as a mod, if you want new players in your sandbox, it's up to you to reach out beyond your friend group and reply to strangers on your TDMs even if you don't know or care about the characters they play. I see a lot of cowboys interacting with cowboys on the first TDM (and I assume these are played by a friend group or friend pair), but I don't see much interaction otherwise. Good mods who want to help others feel welcome to their games will tag and play with characters they may not necessarily even know in order to make new players feel welcome.

I think if you can keep up better with the small stuff (like taken lists and questions) as well as put more effort into making others feel welcome even if you don't know them or like their characters, it would make other players feel more welcome. I hope activity picks up in your game and wish you the best of luck.
